

Habitat are mean to be additionnal expension room for tall or pacifist player. If you play militarist it is not a problem since you will have a ton of world, but pacifist, if they are unlucky, will only have their guarantee habitable. In Stellaris it is quite difficult to expend without conquest because of the limited number of habitable world, so if you want to play a pacifist space dolphin civilisation you will be interest by building habitat. In addition aquatic can already inhabit ring-world and ecumenopolis without suffer penalties, so if you can fill a city world and a giant metal segment with enough water to make an aquatic species happy with no major down side why you cannot do the same a giant space station your very own species build from scratch ? Since the aquatic trait cost 1, use a trait slot and stick your species on wet world, it is a already an investement, so I do not get why aquatic should be locked from a part of the game mechanics. The void born assencion perk wich make batitat better mean than you want to specialise in them (since it costs an AP slot), but most of those bonuses will be lost to compensate you aquatic penalties, the +20% habitalbitly directly and the two additionnal slots will be used for lodging building. Habitat cost large amount of inluence and alloy to be build and ask you to serioulsy invest in them for make them strong. So as you can see aquatic penalties precisely hit on the two last one, the +30% ( +45% with hydrocentric) housing make population growth very hard to maintain and the -20% ( -30% with hydrocentric) make, for non-lithoid, even with Void Born AP, Habitability a real annoyence on those world until the end game (having around +50% on CG and Amenties upkeep). Habitat have three main weakness : the very limited number of infrastructure (building and district), the lack of housing (and so low planetary capacity), and it is the only artificial stucture to not have pefect habitability. It's not make habitat less strong for them, no, you will never want any aquatic species on habitat in the current version of the game.

The penalties make habitat completely unusable for aquatic.Now I step back and here are the three main reason why, in my oppinion, they should relax penalties on habitat for aquatic. I wrote a first message at the release but I was under emotion and it was not very constructive. My big disapointment was about habitat, I realy like them and I do not understand why they locked them away from fish people. However I do not agree with some choice concerning balance, especially concerning angeler and aquatic penalties. Aquatic is out since five days now and I realy enjoy most of the content made by the dev team.
